THEY'RE the scum of the earth—a murderer and two rapists—but they're allowed to rub shoulders with shoppers and kids in one of Britain's busiest malls.

Meanwhile, their child sex fiend cellmate is roaming free at a nearby animal sanctuary.

These are the latest monsters to be let out on day trips from Chadwick Lodge secure unit at Milton Keynes, Bucks, as part of their "rehabilitation".

BEAST No1 is Charlie Smith, jailed for life in 1977 for murdering a stranger.

Smith, who later killed a cellmate, is also said to have been a lover of Ronnie Kray.

We watched as he took a taxi to the Milton Keynes mall. During his 90-minute stay with a minder, he bought a lads' mag at WHSmith and jeans in D2.

BEAST No2 Mark Gingell, 44, pleaded guilty in 1986 to two rapes, two burglaries with intent to rape, two woundings and indecent assaults.
After the fiend, dubbed The Camberley Rapist, left Chadwick Lodge he strolled towards the local Netherfield shops past teenagers and spent an hour browsing with two minders.

BEAST No3 Kenneth Duvall, 24, also took a taxi to the shops. The child rapist, who was sent to Britain from the Falklands because they couldn't deal with the psychopath, wandered around the outdoor market with two minders

BEAST No4 David Keating, 62, locked up for a string of child sex offences, is allowed a weekly stint at the Hula animal sanctuary in nearby Aspley Guise, where he walks dogs, often out of sight of his escort.

He wants to work at Hula full-time when he is released.

But a source said: "There is concern he hopes the job will bring him into contact with kids."

The Home Office approves all leave but police are NOTinformed.

A source said: "These people are a danger to the public. It's a disaster waiting to happen."
